This is a fantastic look into the value of a team doing two things. One, honing their skill set, from content to UX. Second, putting a lot of thought into how to improve a valuable public resource.
Note that this is not the same as an unsoliliticed redesign. This is a design exercise, one where the intent and focus is on improvement, not a condemnation of the skills of those who put the original service into place. It’s a marked difference.
